It is a 480-acre MSW landfill with recycling center. Critical rules: all loads must be covered or you are charged double with no exceptions. Mandatory cash or check deposit at scale upon entrance. No. The five El Paso Citizen Collection Stations (Bud Russell, Falcon, Fred Gomez, Homestead, Westside) are free but restricted to City of El Paso residential utility customers only. Commercial haulers are explicitly excluded. When quoting homeowners near these stations, be aware they may compare your price to free self-hauling. Your value proposition is speed, convenience, heavy lifting, and handling items the stations may not accept.
